Former Chief of Detectives Albert A. Seedman worked some of the most notorious cases in New York City policing history.
The murder of Kitty Genovese, a Queens woman who screamed as she was attacked repeatedly, ignored by scores of neighbors; the fatal shooting in , at a Little Italy restaurant, of Joseph Gallo, leader of a violence-prone faction in the Colombo crime family.
And, also in April , the killing of Police Officer Philip W. Cardillo in a mosque in Harlem one of the most controversial cases to ever confront the city and its police force.
Not long afterward, Chief Seedman retired from the force.
Not long after that, in , he released a memoir, Chief! Great Cases From the Chief of Detectives, with Peter Hellman as co-author.

As he now explains, he was `heartbroken at being unable to properly investigate the murder of a young patrolman, according to the publicity release.
But he refused to `drag the department that I loved through the dirt.
The entire episode is marked by unanswered questions, as well as by the beat of time and, perhaps, faded memories. It has come up anew as the current commander of the 28th Precinct in Harlem is moving to have the street in front of the station house renamed Philip Cardillo Way.
The new information from Chief Seedman will be included in a new introduction to the book, which fell out of print but is being republished as an e-book next month the 39th anniversary of the mosque killing.

Hellman, who wrote a cover article about Chief Seedman for The New York Times magazine, reflected in an e-mail from Central America, where he is surfing, about the chiefs disclosure, so many years later.
I was startled that he resigned on the Fri before my cover mag profile appeared. The next day, he went to work as chief of security for Alexanders dept store, a job that been available to him for quite some time.
But he explained to me then that the timing of his resignation was based on the cover story. Pat Murphy, then the PC, wanted to upgrade the image of the common patrolman, and that meant deglamorizing the detective bureau which then had a high profile chief who would only become more so when Seedmans photo appeared on the mag cover.

Seedman told me then that he could not continue once the story came out. And so that reason lay there until I noted an Authors Guild program called BackinPrint that puts members books into print on demand format.
Having not talked to him for a few years, I didnt even know if Seedman was still alive. But he picked up his phone on the first ring.

Polls Are Up for Kelly
Homicides are on the decrease in New York City.
This as the New York Police Departments head count has dipped into the 35,officer range.
There were 79 homicides in the five boroughs through March 20, compared with 99 through the same period a year ago, a percent drop.
The same is true for overall crime: It has dropped by percent, according to departmental statistics.
The decrease is important on many levels.

It jumped to 78 percent among registered Republicans and to 69 percent among registered Democrats. By race, 79 percent of whites said they approved of Mr. Kellys performance; 57 percent of blacks said they did; and 63 percent of Hispanics said they approved of his work.
In seeking to find reasons for the poll numbers, at least one factor could be discounted.
That is that although Mr. Kellys name recently came up as a possible successor for the head of the Federal Bureau of Investigation, that round of speculation was raised after the work of the poll was done.
Asked to put it all into context, Paul J. Browne, the departments chief spokesman, brought the discussion back to crime and public safety.
He noted that since Mr. Kelly returned for a second stint as commissioner, in , the major crimes in the city had decreased by 40 percent, including a 47 percent drop in homicides.
The commissioner attributes it to the good work done by the men and women of the police department, Mr. Browne said of the poll numbers.
It accrues to him as commissioner.
Speaking of the N.Y.P.D. Head Count
The word around 1 Police Plaza drilled into the heads of officers on the beat is that their mandate is doing more with less.
Less more precisely is translated into the fact that the forces head count is down to 34, members.

The department was set to hire recruits next month, to bring the head count a little more than 35, In testimony to the City Councils public safety committee on March 15, Commissioner Kelly said the average head count for fiscal year is estimated to be 34,, a decrease of officers from the average a year earlier.
He said the department had plans to hire police recruits in July; more recruits in January ; and 1, more in July
As Mr. Browne put it, the fate of next three planned classes are undetermined until the current budgetary questions are resolved. The one for July is in the following fiscal year, so it is almost too far away to contemplate.

For a long stretch, Assistant Chief Alfred J.
Materasso commanded detective operations for all of Manhattan. But that changed late last year. On Dec. 29, he was moved up, to be the executive officer, or No. 2 commander, under the chief of detectives, Phil T. Pulaski.
